It came to him while a libertarian was hosting a radio show once... several themes kept repeating themselves from prior campaigns and from other shows... It occured to the radio host that they must have a manual with all the tactics listed in there! When familiar things came up, he began to refer jokingly to them like: "That's on page 76 of the Bad Guys Manual" or: "that's ploy number 32 in the Bad Guys Manual." We have found that proponents of socialist systems have very low or no ethical standards and are willing to stop at nothing to achieve their ends. Those people are the bad guys.
If they don't have one, it's as if they do! Here are some of the things that are probably in there:
